Corbin Planning brings together a potent combination of land use/planning acumen with a keen understanding of business. Jay Corbin is an experienced land use and environmental planner with an extensive business background.
He spent 20 years in broadcasting, the majority of this time as general manager of small and medium market radio stations. In 1992 he began a career in land use planning and he opened Corbin Planning in 2005.
As Community Development Director for the City of Twentynine Palms from 1996-2005, he facilitated a comprehensive update of the city's General Plan and a complete re-write of the city's development and land use regulations, including the zoning code. He was responsible for compliance with the California Environmental Quality Act (CEQA), land use entitlement processing, adherence to the Permit Streamlining Act (PSA), creation and implementation of redevelopment programs, land acquisition, annexation, and administration of the capital improvement program. Corbin authored the city's subdivision standards, sign code, adult ordinance, surface mining and reclamation regulations, night sky requirements, redevelopment agency implementation plan, floodplain management plan, historic preservation standards, parking standards, design guidelines and permit processing procedures.
As planning technician for the Town of Yucca Valley, CA from 1992-1996, he provided technical assistance on development projects, streamlined development review procedures, managed the town's native plant protection program, and assisted in the creation of the town's first General Plan.
Through his experience he has unique insight and is qualified to assist in the entitlement and environmental review of land development projects. Available at $125/hour to assist in site planning, land use entitlement and/or environmental review of large or small commercial, industrial, residential, institutional or public development projects.
